Zero Draft of the Outcome Document (Financing for Development)‏

Here's another update on the Post-2015 Development Framework process.

At the outset, it is important to understand that several parallel processes have been going on towards the formulation of the Sustainable Development Goals (SDGs). One of those processes was the Open Working Group that last year came out with their 17 proposed SDGs, including what are called the Means of Implementation (MOI). Another process, Financing for Development (FFD) is going on simultaneously. The objective of the process is to develop a framework for financing the SDGs to enable the Means of Implementation.

Thus, this is an important process because this has direct implication on budgetary allocation for the SDGs. The 3rd International Conference on Financing for Development will be held in Addis Ababa, Ethiopia from July 13-16, 2015. The Intergovernmental process for the Conference began in October 2014. It included informal sessions and interactive hearings with civil society. The Zero Draft of the Outcome Document following this process is now out. This document will form the basis for the discussions in the next drafting session in April and the Conference in Addis Ababa in July.

A simple word search (such a popular tool to declare 'success' these days!) reveals that 'disability' is mentioned in only 2 places. It does not mention disability in many crucial aspects such as under technology, innovation & capacity building; or under data, monitoring & follow up.

It should be noted that this is just based on a cursory look at the document. DPI has not yet done a thorough study of this document. But we felt that it is important for ALL leaders/experts on disability to be aware of this process and of this document

FFD is one of the entry points that the disability movement now has to ensure inclusion of disability in the SDGs.
