Guidelines for the access of persons with disabilities in physical environment and information & communication services -2070

This guideline was formally inaugurated and disseminated today by Mr. Dinesh Hari Adhikari, Secretary, Ministry of Women Children and Social Welfare in a mass gathering at Kathmandu. Passed by the cabinet meeting of Nepal Government ultimately on 17th February 2013, this document have crossed nearly two and half years long journey of drafting, revision, discussions and workshops in different level of stakeholders. From the stage of drafting , Disabled Peoples Organizations (DPOs), Organizations working on disability issues and rights, civil society and human rights agencies raised their voices directly and indirectly to bring this document as legal document in the leadership and coordination of National Federation of the Disabled Nepal (NFDN). Since the "Accessibility" has been addressed as one of the principles and in article 9 of UNCRPD, this guideline is believed to be a significant tools to implement the accessibility related provisions of UNCRPD.

This guideline includes all the minimum universal technical standards and directions to ensure the full and equal access of persons with disabilities in public physical infrastructures and information and communication services. After the effective implementation, this document is expected to contribute for increasing the social inclusion and economic empowerment of persons with disabilities.

This document has a strong ownership of persons with disabilities since there is an effective involvement of their own and representative organizations in the coordination and leadership of NFDN in each process form drafting to finalization. Similarly the role and efforts of Ministry of Women Children and Social Welfare is really appreciative basically to bring it in legal form, pass it from cabinet and convincing all other relevant ministries and cabinet to favor this document.

So ! In this historical day of happiness, on behalf of me and whole NFDN family, I would like to thank all individuals, DPOs, Disability rights organization, international communities, INGOs, civil society, government stakeholders for their significant contribution and support for establishing this mile stone document for promoting the rights of persons with disabilities and hope same supports and contribution in future for its effective implementation.
