Less utilization of funds in rural Areas in India and Career Development Workshop report Pakistan

The utilisation of funds for the disabled under the poverty alleviation programme is less than even the mandated three per cent, according to anIGNOUreport which is planning to contextualise studies on disability.

It said that while"rules mandate utilising three per cent of funds under poverty alleviation programme, less then two per cent are being utilised.

Likewise, in rural areas, the utilisation of funds is not more than 1.5 per cent of the three per cent allocated for disability,"the report said quotingChiefCommissionerfor persons with disabilitiesManojKumar.

On support to disabled students in rural schools, the report said most of them lack special educators and learning materials likeBrailledespite guidelines of havingBrailleprinting facilities in every district.

EstimatesuggestIndiais home to about 2.10 crore disabled people today.

IGNOU&apossVice-chancellorProfV NRajasekharanPillaisaid public perception on disability can be changed with measures like introducing disability studies as an autonomous academic discipline.
