Long-Term Care in Health Care Reform: Policy Options to Improve Both

Summary: This policy brief presents four options that merit serious consideration in the current health care reform discussions. The first two options would improve long-term care for people with low incomes and limited financial resources. Review ideas on expanding Medicaid support for home and community-based services and improve coordination of medical and long-term care for Medicare-Medicaid โ€œDual Eligiblesโ€. Poll results also gauge interest in reform if long-term services and supports were included.

CMS State Medicaid Directors Letter: Prompt Pay Provisions for the ARRA

Summary: One of a series designed to provide guidance on the implementation of the American Recovery and Reinvestment Act of 2009, this letter addresses the โ€œprompt payโ€ requirements contained in section 5001(f)(2). States must comply with timely claims processing requirements in the Medicaid program, or potentially lose their eligibility for the increased Federal medical assistance percentage (FMAP) for certain expenditures. Developing Reimbursement Levels Using the Supports Intensity Scale (SIS) in Louisiana

Summary: The Louisiana Office for Citizens with Developmental Disabilities (OCDD) chose to explore the use of the SIS as a resource allocation tool. This report is an overview of HSRI and other stakeholder's work in developing assessment informed funding levels. The paper begins with a description of the NOW waiver, follows with a discussion of the process employed by OCDD in collecting SIS data, presents the results, and concludes with a discussion of recent progress and lessons learned.

Health Characteristics of Adults Aged 55 Years and over: United Statesโ€“2007

Summary: A new CDC report evaluates the quality of life of older Americans. Using data from the 2004 through 2007 National Health Interview Survey (NHIS), this report highlights selected health characteristics of four age groups of older adultsโ€”55โ€“64 years, 65โ€“74 years, 75โ€“84 years, and 85 years and over. The data are presented for each of these age groups by sex, race, including Hispanic origin, and by poverty, health insurance, and marital status.

Medicaidโ€™s New HCBS State Plan Option -Webinar

Because the new benefits (referred to as 1915i) expands access, its addition to the Medicaid service menu has been welcomed by enrollees and advocates alike. Mississippi ADRC Focus Group Report

Summary: The Institute for Disability Studies (IDS) conducted three focus groups in the Central Mississippi Planning & Development District/AAA service area. Providing More Long-Term Support and Services at Home

Summary: What are the policy options for Medicaid HCBS? This fact sheet suggests: broadening the scope of covered services, enhancing federal Medicaid matches to states to expand HCBS, allowing Medicaid HCBS beneficiaries to retain more assets to pay for home modifications or health services not covered by Medicaid, and allowing Medicaid HCBS waiver programs to serve people with lower levels of functional disability than those required for people in nursing homes.
