Outcomes of the 12th session of the Human Rights Council

Resolutions

A number of resolutions were adopted at the 12th session of the Human Rights Council. The resolution on HIV/AIDS includes a paragraph referring to article 25 of the CRPD on the right to health.

Also, the resolutions on access to safe drinking water and sanitation, migration and the human rights of the child and on transitional justice included references to persons with disabilities.

References to persons with disabilities in the plenary debates

Several States included references to persons with disabilities during a number of general debates and interactive dialogues with special procedures, in particular in the interactive dialogue on the impact of the economic and financial crisis. Goldstone report

The Goldstone report (UN fact finding mission to Gaza ) included a section on the impact of the Gaza conflict on persons with disabilities, referring also to article 11 of the CRPD, which deals with persons with disabilities in situations of risk. Advisory Committee to the Human Rights Council

Upcoming meetings

Second session of the CRPD Committee

The second session of the CRPD Committee will take place between October 19 and 23. Main issues on the agenda are the adoption of the Rules of Procedure, working methods and reporting guidelines. On Wednesday 21st, a Day of General Discussion will be held on article 12 of the CRPD, equal recognition before the law. OHCHR open-ended consultation on October 26

In the context of preparing a thematic study on the structure and role of national mechanisms for the implementation and monitoring of the Convention on the Rights of Persons with Disabilities, the Office of the High Commissioner for Human Rights is organizing an open-ended consultation that will take place in Geneva on Monday October 26, 2009. The consultation will discuss the rationale and normative content of relevant provisions in the Convention on the Rights of Persons with Disabilities and provide the opportunity to exchange national experiences in the implementation of such provisions. More than 40 contributions from States, national human rights institutions and NGOs (including IDA) have been submitted and can be found at the following web address: http://www2.ohchr.org/english/issues/disability/submissions.htm

Treaty bodies

CAT

The 43rd session of the CAT Committee will consider, from the 2nd to the 20th of November, reports from Azerbaijan , Colombia , El Salvador , Moldova , Slovakia , Spain and Yemen . Human Rights Committee

The 97th session of the Human Rights Committee started on October 12th. Switzerland , Moldova , Croatia , the Russian Federation (the only one including no information on persons with disabilities) and Ecuador will be analysed. The country task force will look at reports related to Cameroon , Colombia , El Salvador , Estonia and Israel . CESCR

The 43rd session of the CESCR Committee, starting on November 2nd, will consider reports from Republic of Korea , Poland , Chad , Madagascar and the Democratic Republic of Congo. CRC

Four out of five Concluding Observations adopted at the 52nd session of the CRC Committee ( Bolivia , Mozambique , Pakistan and the Philippines ) included references to children with disabilities. Special procedures

The UN Special Rapporteur on the right to education, Vernor Muรฑoz, undertook a country visit to Mongolia . The press statement issued at the end of the visit on October 9th says โ€œThe Government, Mr. Muรฑoz said, should also consider the situation of children with disabilities, since little is provided for them. Mongolia has ratified the Convention on the Rights of Persons with Disabilities.โ€

Global news

New ratifications

The ratifications of the CRPD in September by the Czech Republic , Laos , Portugal Seychelles and Turkey , have increased to 71 the number of States Parties to the CRPD. Ratification by Portugal of the Optional Protocol has increased to 45 the number of States Party to the OP.

Disability rights in the Third Committee of the UN General Assembly

A number of references to persons with disabilities can be found in the different reports, which are being presented to the Third Committee of the UN General Assembly.
