BPKS 15 members delegate meet with Honorable Bangladesh President Mr. Md. Zillur Rahman on December 5, 2012
December 5, 2012, 15 leadership level members' delegates meet with our honorable president from BPKS. The meeting was highlight as Mr. Abdus Sattar Dulal was awarded "Disability Right Champion" by UNESCAP.
In the meeting with our Honorable Bangladesh President Mr. Md. Zillur Rahman welcomed a 15 members delegate of leaders with disabilities and associate professionals. We the delegate members take opportunity to submit 13 point demand to Honorable President with raising number of issues regarding disabled people's rights of equal access to public transportation, office building, healthcare, education and other reasonable accommodation and representation at different level including parliament. The 13 points proposals were handed over to honorable Bangladesh President by delegates. The proposals are as follows:
- The delegate proposed, 15% Seats for Disabled People Representative should be reserved in all levels including Bangladesh Parliament.
- The delegate proposed, in order for full implementation of the UN Convention of Right of persons with disabilities (CRPD), government should revise the rules of business of all ministries and Implementation of laws based on human right of disabled persons and UNCRPD.
- The delegate proposed, to establish separate Coordination Ministry to facilitate that country is inclusive considering disability, disabled people's rights and development and capacity building of disabled people's organization. The ministry should be leaded by effective minister who should be disabled person select with nomination of representatives Disabled People Self-help Organizations.
- The delegate proposed, 10% development budget should be utilized by all ministry focusing disabled people's rights and development and capacity building of disabled people's organization. 50% budget of government National Protibandhi Unnayan Foundation' should allocate for Disabled People Self-help Organizations activities.
- The delegate proposed, Discussing with representatives of Disabled People Self-help Organizations should appoint at least one qualified disabled leaders as advisor of Honorable Prime Minister's, one member for Law Commission, one member for Human Rights Commission, one member for Information Commission and Election Commission.
- The delegate proposed, in order to achieve MDGs, we advised to ensure all facilities including housing projects and basic services of Bangladesh Government should make friendly for disabled people on priority basis.
- The delegate proposed, 33 decimals Khas land should be allocat in every Upazila for Disabled People Self-help Organizations.
- The delegate proposed, Government should eliminate all forms of discrimination in recruitment of disabled persons into BCS and others employment along with proper implementation of policy.
- The delegate proposed, government should make all public facilities like footpath, railway, river transport, airport, amusement places, workplaces, government offices, and all other facilities are useful and accessible for disabled persons.
- The delegate proposed, Government should simplify registration and donor fund procedures that maintain by NGO Affair Bureau and Social Welfare Department for Disabled People Self-help Organizations, so that DPOs get foreign fund and implement development project with no complicacy and no delay. Otherwise the Disabled People Self-help Organizations will lose their inspiration to work on social development. This will directly affect 15% population that is disabled persons and the country will lose potential organizations to build golden nation.
- The delegate proposed, to include 2 disabled members into NGO related Coordination Committee and 50% disabled members into implementation and monitoring committee of UNCRPD monitoring process.
- The delegate proposed, to ensure participation of representatives of leading Disabled People Self-help Organizations in all program arranged by the President's Office and his invitation.
- The delegate proposed, regarding right, dignity of disabled people, to include Disabled People Self-help Organizations with consultative statues in different developmental body. Also include representative from Disabled People Self-help Organizations to all delegates of Prime Minister and Other Ministers.
