Utilisation of funds for disabled less than mandated amount

The utilisation of funds for the disabled under the poverty alleviation programme is less than even the mandated three per cent, according to anย�IGNOUย�report which is planning to contextualise studies on disability.

It said that while"rules mandate utilising three per cent of funds under poverty alleviation programme, less then two per cent are being utilised.

Likewise, in rural areas, the utilisation of funds is not more than 1.5 per cent of the three per cent allocated for disability,"the report said quotingย�Chiefย�Commissionerย�for persons with disabilitiesย�Manojย�Kumar.

On support to disabled students in rural schools, the report said most of them lack special educators and learning materials likeย�Brailleย�despite guidelines of havingย�Brailleย�printing facilities in every district.

Estimateย�suggestย�Indiaย�is home to about 2.10 crore disabled people today.

IGNOU&apossย�Vice-chancellorย�Profย�V Nย�Rajasekharanย�Pillaiย�said public perception on disability can be changed with measures like introducing disability studies as an autonomous academic discipline.
