Regional NGO Anchor with ADB_Deadline: Mar 25, 10

The position serves as the focal point in the Greater Mekong Subregion (GMS) for sub-regional civil society relations. The Regional NGO Anchor is responsible to undertake review and analysis, and provide technical input and support, including training, in ensuring the appropriate implementation and monitoring of ADB policies, guidelines, and mandates related to cooperation with civil society organizations (CSOs), focusing on four of the countries (Cambodia, Lao PDR, Thailand and Viet Nam) in the sub-region.

The objective of the assignment is to build the capacity of GMS DMC officials and ADB GMS NGO Anchors to engage more effectively with civil society through provision of information, tools and training. The consultant Regional NGO Anchor will be based for 10 months in Bangkok (although other GMS locations may be considered) as a trial to link into and provide direct consultation and participation (C&P) support and coordination. The Regional NGO Anchor will support the work of the existing four NGO Anchors, but the area of responsibility will cover the subregion, not a country.

Consultation and Participation Specialist with ADB_Deadline: Mar 25, 10

The purpose of this position is to identify and/or develop additional consultation and participation tools for use by developing member country government officials and ADB staff in ADB-supported operations. The range of new tools will both take advantage of new technology as well as fill the changed needs as required by ADB's newly revised business processes, including topics such as public engagement. Public engagement is an important tool for developing member country (DMC) officials to reach all important stakeholders around the issues that affect their lives and their country, and is a key component to building a democratic society. The new tools will then be consolidated into a supplementary manual to the NGOC's two toolkits, the Staff Guide to Consultation and Participation and the Guide to Working with CSOs. Following the development of the tools, the C&P Specialist will lead training in how to use the tools.

The main objective of the assignment is to compile revised and new C&P tools to improve the effectiveness of ADB-funded policy, programming and operations and provide training in their use.
