The project is funded by EU and the technical assistance will be delivered to the ministry of health. We are therefore looking for a consultant for this mission. [see following ToR.]

Project:
Technical assistance to the Ministry of Public Health Disability Service, Kabul , Afghanistan
Objective:
Under the direct supervision of the General Directorate of Primary Health Care and Preventative Medicine, the technical assistant will support the Disability Unit in order to achieve the following:
- increase the institutional capacity of the Ministry of Public Health to define policy and formulate strategies in the field of disability,
- ensure the operational integration of disability issues within the basic health services package (BPHS) and essential package of hospital services (EPHS),
- institutionalise a public health and safety programme to provide disability prevention activities and service information dissemination as part of the MoPH injury, disability and disease prevention programmes,
- develop surveillance mechanisms within the MoPH for the tracking of injury and disability,
- contribute to the development of a national CBR strategy,
- coordinate with all relevant departments in the Ministry,
- facilitate the process of resource allocation to disability functions in a low-resource setting.
Qualifications and skills:
- Expert in disability in developing countries (low-resource settings) with extensive knowledge of public health (University degree in Public Health or Community Health or related fields). Years of experience as well as geographical proximity to Afghanistan will be considered.
General professional experience:
- Minimum of ten years of progressive professional experience in the Field of Disability and/or Public Health;
- Demonstrable experience in team management;
Specific professional experience:
- Minimum of 5 years experience in the field of policy and planning, preferably in low income countries;
- Preferably familiar with post-conflict rehabilitation and developing countries;
- Preferably prior experience in governmental settings;
- Prior working experience in grassroots health/disability projects;
- Ability and flexibility to work under stress and understanding to address sensitive social and/or political issues;
- Fluency in English (working language)
- Preferably exposure to Donor and Governmental Institutions
- Preferably experience in disability-sensitive programming, disability-related poverty reduction,
- Preferably experience of Community Based Rehabilitation (CBR) Concept
