JOB CONTEXT:

The continuing unrest and instability in Syria is increasingly impacting the internal situation of Iraq, which has seen a substantial influx of Syrian refugees escaping the violence. As of late December 2013, there are 209,460 registered Syrian refugees in Iraq with over 95% residing in the Kurdistan Region of Iraq (KRI) . Recognizing the inability for Syrian refugees to return home, the Kurdistan Regional Government (KRG), UN agencies and other humanitarian stakeholders have been responding to the needs of the refugee population since their arrival in the KRI by increased human and financial assistance to refugees and sought to improve services available to mount an effective response to large-scale humanitarian needs.Despite these efforts, there remain substantial gaps in the provision of adequate social, protection and livelihood services to refugees with special needs, most notably persons with disabilities, elderly people and persons with chronic diseases.

Facing this situation, Handicap International submitted a project proposal to the US Bureau of Population, Refugee and Migration as co-applicant with Danish Refugee Council, to be launched in february 2014 if accepted.

JOB DESCRIPTION:

Based in Erbil (Kurdistan Region, North Iraq), under the supervision of the Head of Mission (HoM) in Iraq, and working in close collaboration with the Disability & Vulnerability Technical Advisor, as Disability & Vulnerability Project Manager, you are responsible for the successful and optimal implementation of the project’s components.

This intervention will be conducted following 3 main axes:

1. Enhance the access of vulnerable Syrian refugees, including refugees with disabilities, to inclusive livelihood opportunities, WASH infrastructure and protection through a Special Needs Fund (to be implemented mainly by DRC, with HI technical support to ensure appropriate identification of needs of disabled refugees and inclusiveness of the services provided).

2. Ensure that the needs of the most vulnerable Syrian refugees, including refugees with disabilities, are identified, voiced and mainstreamed within the response of local authorities and humanitarian stakeholders.

3. Ensure that the most vulnerable Syrian refugees, including refugees with disabilities, enjoy access to information on available services within and outside the camps and have enhanced knowledge of their rights.

This will be implemented through the establishment and solid implementation of a Disability and Vulnerability Focal Point (DVFP) mechanism.

Your responsibilities:

1- Supervision and monitoring

Aim: The implementation of the project is optimal, thanks to the timely, smoothly and efficient management of all operation, budget, logistic and administrative matters related to project

2- Representation, coordination and liaison with partners and stakeholders

Aim: Effective communication and coordination are established between HI, DRC, HI’s partners (targeted DPOs and service providers), concerned authorities and other relevant disability stakeholders in order to ensure effective cooperation and projects implementation in the Iraqi complex environment

3- Human Resources Management

Aim: The project human resources are efficiently managed in accordance with HI procedures and regulations

4- Data management

Aim: Quantitative and qualitative monitoring of the project activities allows for timely decision-making and corrective measures if required

5- Reporting

Aim: Accountability and quality reporting to HI Head of Mission and when relevant to the Regional Coordination Team

CANDIDATE PROFILE:

You have:

• Advanced degree in relevant matter (management, health, social sciences or relevant field)

• At least 3 years of professional experience in Project Management in the field of vulnerability / disability

• Proven experience in dynamic partnership management (from administrative, operational view)

• Ability to work under high pressure with a great level of personal organisation

• Experience in humanitarian and development contexts

REQUIRED LANGUAGE SKILLS:

Fluency in oral and written English

JOB ENVIRONMENT:

Despite to the volatile situation in Iraq and the recent conflicts in the Middle East, instability resulting from the Arab Spring and a growing crisis in relation to the influx of refugees from Syria the security in Northern Iraq, and more specifically in Erbil, is good, and remains relatively good in the majority of regions in Kurdistan. In Erbil, despite some sporadic recent tensions due to parliamentary elections (September 2013) and targeted threats on public institutions, the living conditions remain very good with little restrictions. Iraqi/Kurdish people are very welcoming and life for foreigners is generally quite comfortable even if comparatively a bit expensive. Expect minimum standards of respect and adaptation to the local culture and traditions.

Collective accommodation

The post will involve travel to other regions in the northern and southern parts where conditions can be much more volatile therefore under the conditions of security procedures established by HI Iraq security plan that have to be strictly followed.

The position is unaccompanied

EMPLOYMENT CONDITIONS:

Salary: between 2000€ to 2400 € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance

Or

Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance
