2.1. New DPI-AP RDO

Shoji : We must decide the structure of RDO office and Saowalak is approved as a new RDO. There is no objection. RC members support her to be RDO.

2.2 Discussion about future activity

Next 5 years project and securing funding

Shoji : We have only small funds. We have to find big fund from October, we have to move current office. But I am looking for new fund. Vietnam and Cambodia may have new project for physical disability as they have already have project for deaf. Fund comes to empowerment in these countries.

(1) Convention implementation: government level, Accessibility, Employment, Personal Assistants (PAs) etc.

(2) IL movement: Grassroots

Venus: It is very good planning for region for next few years, CIDA funding will be toward 2009. It is total 1000 USD a month. Need to diversify the funding sources to sustain and maintain initiative. Now only depend on Nippon Foundation. But find new organizations for fund, including non-PWD organizations. We will support chair to bring money. We have young people.

Shoji: Saowalak will be good RDO, she focus on funding and young leadership in the movement.

Cross disability

Prayat: Our region have fund to support but we have to think about strengthening organizations because DPI principle movement of PWDs we talk about gender balance and disability balance has not achieved. Blind in many countries are talking DPI is organization of wheelchair users. Bring mainstream in DPI all type of disability, like blind and deaf people as cross disability organization.

Venus: We are cross-disability organization; we include people with type of all disabilities.

Arab region and South to South dialogue

Nawaf: Arab region is developed and we will announce in WA.

Venus: World council approve to createnDPI Arab region.

Nawarf: South-South dialogue from next year Arab region will work. Arab-Asia Pacific, South America, etc.

Strategic plan

Sattar: Sustainability of region. Strategic plan - it is easier to plan. Funder needs monitoring. RDO must try hard, if you fail your job, I fail my job. This is failure of all the movements.

Oceania

Rae: Isolated tiny Island in Pacific needs a support

Leadership training

Malaysia: DPI-Malaysia organizes leadership training. Next year leaders have to come to Malaysia and funding support is needed.

Australia: Have to notify more early for preparation.

Cross disability

Birendra: Opportunity to work for cross disability section to ensure that DPI is representing of cross disability organizations. We are representing all disability

Ghulam Nabi: Sub regional mechanism should be developed

Venus: World Bank granted huge amount of money to Pakistan IL activities. We need to clarify how this money would be used.

Shoji: This money will be used for 7 IL centers for their activities. 24 million Japanese yen will come. We need to make good report on our activities. Otherwise, we cannot get credibility to our activities.

Saowalak: Shortage of staff, need more staff New RDO needs new staff. DPI/AP office needs more staff for international activities at least one assistant.

Venus: Head quarter commits to pay money for Regional Office only salaries of RDO.

Saowalak: Not only from head quarter, but I also make effort to fund by myself. Also Nippon Foundation will fund for convention related activities. I will make my best effort as RDO. We may get support from Nippon Foundation, local and international support and will develop new project proposal.

Internship programme

Prayat: If we can have English speaking volunteer. But if find Thai who can speak English, its expensive.

Shoji: We have internship program, so we may have international and Japanese volunteer in the office.

Venus: HQ office have always interns from CIDA project, so DPI-AP may have intern but we have to make high qualified proposal and we may have high qualified intern for 6 months to one year.

Shoji: So far, our project focus on

DPI Membership

Shoji: The league of Welfare organizations for the Disabled, R.O.C. in Taiwan submits membership application to DPI/AP. However, DPI cannot accept this matter. So I told them that we invite them as observer. We have to think of China position. So only as observer.

Mendis: My concerned is that the applicant organization's name is welfare so we have to consider this matter as well. Besides, we need supporters of convention related for seminars and workshops for promotion of convention.

Shoji: We accept them to be observer and we will invite them to attend our activities.

Election

We select Chair, Secretary, Treasurer, 5 World councilors, so far,

Shoji, Venus, Sattar, Maulani, Nawarf and Frank-Bentrik. However, Frank and Nawarf can not continue. For world executive, we support Dr. Ick Seoup Lee and Venus.

Venus: About new World Chair candidates, there are Mary Mitchell (Caribbean), Welfred (Peru), Yirumpiro Griffo (Italy)

Election

Candidates for World councilors

There are Shoji, Sattar, Venus, Ick Seop Lee, and Pacific region. However, Decision has to reflect cross disability. Oceania sub-regions' suggestion is to have her for the World councilor - later the region will come up with one to be the formal councilor.Each country's focal point must be clearer

Decision: Pacific sub-region will identify one for a world councilor's position, then the regional members will decide to prove/reject.

Venus: Big committees for the convention is decided to be established - this is a chance for the World Councilors.

Regional Secretariat

South Asia sub region want Mr. Javed to be secretariat - to reflect cross disability
