International Labour Day 2009, Thailand
The petitions from persons with disabiliities to the Royal Thai Government:
- The Royal Thai Government takes serious action to amend domestic laws and legislation that discriminate against persons with disabilities regarding employment to promote their employability by following the motto โDecent Workโ by the ILO
- The Royal Thai Government takes affirmative action to implement C159 and Article 27 of UN CRPD
- The Royal Thai Government takes affirmative action to remove barriers and enforce laws regarding employment of persons with disabilities by promoting accessibility provision in workplaces to ensure persons with disabilities are equal and active participants in the labour market
- The Royal Thai Government has appropriate measures to promote safety in workplaces to prevent workers from developing a disability as a direct result of work. Furthermore, providing appropriate social welfare for persons who develop a disability through their employment by extending the Social Security Fund and Workmenโs Compensation Fund life-long coverage (previously limited to 15 years).
- The Royal Thai Government, by the Ministry of Labour, formulates the Ministerial Regulations to designate a new ratio of persons with disabilities that employers/owners of entrepreneurs and government agencies must employ according to Article 33 in ACT 2007. From the consensus of the general assembly of the National Council of People with Disabilities on 26 April 2009 at Boon Siam Hotel, Krabi, the new ratio is 2 per cent; or 1 worker with a disability per 50 workers without a disability.
- The Royal Thai Government takes serious action to stipulate employers/owners of entrepreneurs that do not follow Article 33 and 34 to follow Article 35 of ACT 2007
- The Royal Thai Government promotes and supports employers/owners of entrepreneurs according to Article 38 of ACT 2007
