OHCHR's thematic priorities for 2010-2011
Every two years, OHCHR presents its Strategic Management Plan (SMP) which lays out the vision and direction guiding the work of the Office. OHCHR is still finalizing its SMP 2010-2011 at the moment, but the High Commissioner's opening statement, which will be delivered next Monday at the 12th session of the Human Rights Council, provides us with some ideas as to what are the strategic priorities that OHCHR has set for 2010-2011
1. Discrimination
1) Indigenous Peoples
- Incorporation of the provisions of the UN Declaration on the rights of IPs into domestic laws
- Broader endorsement of the UN Declaration / Canada, New Zealand and US
2) Ethnic Minorities
- Need to tackle the underlying causes / Incidents in Xinjiang and Tibet, Anti
- Romani sentiments in Europe
3) Women
- Ratification and implementation of key human rights conventions, removal of the reservations / Gulf countries and Sudan
2. Armed conflict and the rights of civilians
- Afghanistan, Colombia, DR Congo, Occupied Palestinian Territory, Somalia, Sri Lanka, Sudan, Yemen
- Internally displaced persons / Sri Lanka
- Sexual violence
- Accountability to the violations of international human rights and humanitarian laws
- Need to focus on preventing conflict
3. Economic, social and cultural rights
- Need to revitalize the pursuit of ESC rights through the ratification of the Optional Protocol to the ICESCR
4. Migrants and Refugees
- Focus on those being stranded at land and sea borders
- Trafficking
- Detention: "The practice of mandatory detention of irregular migrants, their criminalization and ill
- treatment in the context of border control must cease."
- Ratification and implementation of the International Convention on the Protection of the Rights of All Migrant Workers and Member of Their Families
5. HR Defenders / Freedom of expression, peaceful assembly and demonstration / Democracy / Combat Impunity
- Reference to specific cases or situations : ASSK and other political prisoners in Burma, Sri Lankan journalists Tissainayagam, Mukoko of Zimbabwe, IP activists in Mexico, Estemirova in Russia, Iran
- Democratic governance and rule of law / Afghanistan, Honduras, Fiji, Guinea, Madagascar
- Political participation, and free and fair elections should be given more attention and scrutiny by the Council.
- Transitional justice: importance of combating impunity and strengthening accountability
- Human rights while countering terrorism / Afghanistan, Iraq, US
