Report Workshop on Human Rights and Development in ASEAN 30-31 January 2012

This Declaration lays emphasis on the human being as the central subject of development and declares the right to development is an inalienable human right which all peoples are entitled to participate in, contribute to and benefit from, by virtue of being human beings. In so saying, the Declaration considers that international peace and security are necessary conditions for the realization of the right to development. International peace and security as well as other conditions that support and are favourable to the development of individuals and peoples, is the primary responsibility of their States and all efforts to promote and protect human rights should be accompanies by efforts to establish a new international economic order. The utmost effort must be made to achieve international peace and security.
